Accreditation Bodies Across the World: The Complete Guide to NABL, NATA, UKAS, A2LA and More

If your laboratory exports test results, supplies data to regulators, or works with clients in multiple countries, you will encounter one question almost immediately: which accreditation body do I need? The answer depends on where your clients are, what sector you operate in, and what regulatory requirements apply. There are dozens of national accreditation bodies worldwide — each with its own scope, administrative requirements, and sector strengths — but they are all connected through a single global framework that makes their accreditations mutually recognisable.

This guide covers every major national accreditation body, the ILAC framework that ties them together, and practical guidance on choosing the right body for your laboratory or inspection body.

What Is Accreditation and Why Does It Matter?

Accreditation is formal recognition by an authoritative body that an organisation is competent to perform specific tasks. When a laboratory is accredited for a particular test method, the accreditation body has independently assessed that the laboratory has the equipment, staff, procedures, and quality system needed to produce technically valid results using that method.

Three terms are often confused, and the distinction matters:

The three often coexist: a medical laboratory might be accredited under ISO 15189, certified under ISO 9001, and licensed by the state health department — all at the same time. They answer different questions.

Why Clients, Regulators, and Governments Require Accredited Results

The value of accreditation is that it replaces trust with evidence. Without accreditation, a client who receives a test report has no independent basis for judging whether the laboratory is competent. With accreditation, a third party — the accreditation body — has already assessed the laboratory's technical capability against a recognised international standard. The client or regulator can rely on the accreditation body's judgement rather than conducting their own audit.

Governments use accreditation as a policy tool for exactly this reason. In Australia, the National Measurement Act nominates NATA as the body that accredits laboratories for legal measurement purposes. In India, government procurement regulations and the Food Safety and Standards Authority of India (FSSAI) specify NABL-accredited laboratories for testing in regulated sectors. In the UK, UKAS accreditation is mandated by dozens of government schemes covering food safety, environmental monitoring, and construction materials testing.

The net result: laboratories without accreditation are excluded from large portions of the market. Laboratories with accreditation from an internationally recognised body can compete globally.

The Global Framework — ILAC and IAF

National accreditation bodies do not operate in isolation. Two international organisations coordinate them into a globally recognised framework.

ILAC — International Laboratory Accreditation Cooperation

ILAC was founded in 1977 and formally established as an international organisation in 2000. Its membership comprises accreditation bodies from more than 100 economies. ILAC covers accreditation of laboratories (testing and calibration) and inspection bodies. Its core purpose is to establish the ILAC Mutual Recognition Arrangement (MRA) — a multilateral agreement that makes accreditations issued in one country recognisable in all other signatory countries.

IAF — International Accreditation Forum

IAF is the parallel body for certification. Where ILAC covers laboratories and inspection bodies, IAF covers certification bodies — organisations that certify management systems (ISO 9001, ISO 14001, ISO 45001), products, and personnel. IAF's Multilateral Recognition Arrangement (MLA) performs the same function as the ILAC MRA for certification.

The MLA and MRA — What Mutual Recognition Actually Means

When a national accreditation body signs the ILAC MRA, it commits to two things. First, it must demonstrate that its own processes for accrediting laboratories meet the requirements of ISO/IEC 17011 — the international standard that defines how accreditation bodies should operate. Second, it submits to periodic peer evaluation by other MRA signatories to verify that its processes remain technically equivalent.

The practical effect for accredited laboratories is significant. A test report bearing an ILAC MRA-signatory accreditation body's mark carries the same weight in any other signatory country as it does at home. An Australian importer who receives a test report from a NABL-accredited laboratory in India does not need to re-test the goods in Australia. The report is accepted as technically equivalent to one from a NATA-accredited laboratory. This eliminates duplicate testing costs and trade barriers — which is the entire point of the framework.

ISO/IEC 17011 — The Standard for Accreditation Bodies

ISO/IEC 17011 is the foundation of the entire system. It specifies requirements for the competence, consistent operation, and impartiality of accreditation bodies. Every national body described in this guide is expected to comply with ISO/IEC 17011 and demonstrate that compliance through ILAC peer evaluation. This is what makes the MRA trustworthy — it is not a diplomatic agreement but a technically assessed equivalence.

Asia-Pacific Accreditation Bodies

NABL — India

The National Accreditation Board for Testing and Calibration Laboratories (NABL) is India's national accreditation body for testing and calibration laboratories. It operates under the Quality Council of India (QCI) and the Department of Science and Technology (DST). NABL is an ILAC MRA signatory, meaning NABL-accredited reports are internationally recognised.

Scope: NABL accredits testing laboratories, calibration laboratories, medical testing laboratories, proficiency testing providers, and reference material producers. The primary standards are ISO/IEC 17025 (testing and calibration) and ISO 15189 (medical laboratories).

ULR — Unique Laboratory Reference: Every NABL-accredited laboratory is assigned a Unique Laboratory Reference number. NABL requires this ULR to appear on every test or calibration report issued under the accreditation scope. This is a NABL-specific administrative requirement that does not appear in ISO/IEC 17025 itself but is mandatory for all NABL-accredited laboratories.

Certificate format: NABL has defined specific requirements for the format and content of test and calibration certificates, including mandatory fields, the NABL logo usage rules, and the requirement to reference the specific test standard used. Laboratories must follow these format requirements precisely — non-compliance is a common finding during NABL assessments.

Sectors: NABL serves all major testing sectors including food and agriculture, pharmaceuticals, chemicals, electrical and electronics, mechanical and material testing, thermal, fluid flow, and all calibration disciplines. Medical laboratory accreditation under ISO 15189 is a growing segment.

NATA — Australia

The National Association of Testing Authorities (NATA) is the world's first national laboratory accreditation body, established in 1947. It is a signatory to both the ILAC MRA and the Asia Pacific Laboratory Accreditation Cooperation (APLAC) MRA. Scope: NATA accredits testing laboratories, calibration laboratories, inspection bodies, proficiency testing providers, and reference material producers. The primary standards are ISO/IEC 17025, ISO/IEC 17020 (inspection bodies), and ISO 15189 (medical laboratories).

Assessment cycle: NATA typically conducts reassessments on a two-to-four year cycle, with annual surveillance activities in between. The cycle frequency can be adjusted based on laboratory performance, scope complexity, and the nature of testing activities.

NATA-endorsed documents: Laboratories accredited by NATA must use NATA's specific certificate format and endorsement requirements. Reports issued under NATA accreditation carry NATA's distinctive mark, and the formatting requirements (including statement of accreditation, scope reference, and uncertainty of measurement where applicable) are enforced by assessors.

Regulatory role: NATA plays an important regulatory role in Australia. The National Measurement Act empowers NATA to accredit laboratories for legal measurement purposes. Government procurement, environmental monitoring, food safety testing, and pharmaceutical testing in Australia all commonly require NATA accreditation.

IANZ — New Zealand

International Accreditation New Zealand (IANZ) is New Zealand's national accreditation body. It accredits testing laboratories, calibration laboratories, and inspection bodies primarily under ISO/IEC 17025 and ISO/IEC 17020. IANZ is an ILAC MRA signatory and a member of APLAC. JAB — Japan

The Japan Accreditation Board (JAB) is Japan's national accreditation body for testing and calibration laboratories and certification bodies. Sector strengths: Automotive testing, electronics and electrical testing, food and agricultural testing, and environmental testing are key sectors. Japan's strong manufacturing base and demanding quality culture mean JAB-accredited laboratories typically operate at a high technical level.

KAB — Korea

The Korea Accreditation Board (KAB) accredits certification bodies in Korea, while the Korea Laboratory Accreditation Scheme (KOLAS), operated by the Korean Agency for Technology and Standards (KATS), covers testing and calibration laboratories. KOLAS is an ILAC MRA signatory.

Sector strengths: Electronics, semiconductors, automotive, chemicals, and food testing — reflecting Korea's major export industries. Korean manufacturers frequently require KOLAS accreditation or equivalent international accreditation for supplier qualification purposes.

European Accreditation Bodies

European accreditation bodies are coordinated through EA — European co-operation for Accreditation, which operates the EA Multilateral Agreement (EA MLA). All EA MLA signatories are also ILAC MRA signatories, so European accreditations carry global recognition. EA membership is a requirement for national accreditation bodies in EU member states under Regulation (EC) No 765/2008, which established accreditation as a public authority function in Europe.

UKAS — United Kingdom

The UK Accreditation Service (UKAS) is the sole national accreditation body for the United Kingdom, recognised by the UK government under the Accreditation Regulations 2009. UKAS accredits testing laboratories, calibration laboratories, inspection bodies, certification bodies, and validation/verification bodies.

Scope: UKAS operates accreditation programmes under ISO/IEC 17025 (testing and calibration), ISO/IEC 17020 (inspection), ISO/IEC 17021 (management system certification), and ISO/IEC 17065 (product certification), among others.

Post-Brexit status: Following the UK's departure from the EU, UKAS is no longer part of the EA MLA in the same manner as EU member state bodies. However, UKAS remains a full signatory to the ILAC MRA, ensuring that UKAS-accredited laboratory and inspection body reports retain international recognition globally. UKAS and EA have maintained bilateral arrangements to preserve mutual recognition where possible.

Regulatory role: UKAS accreditation is mandated by hundreds of UK government schemes. The Environment Agency, the Food Standards Agency, the Health and Safety Executive, the Medicines and Healthcare products Regulatory Agency (MHRA), and many other bodies specify UKAS accreditation for laboratories supplying data to them. In the construction sector, UKAS accreditation is required for testing of structural materials under several British Standards and building regulations.

DAkkS — Germany

The Deutsche Akkreditierungsstelle (DAkkS) is Germany's national accreditation body, established in 2010 through the merger of several predecessor bodies (DGA, DACH, DAP, TGA). DAkkS is recognised as Germany's sole national accreditation body under Regulation (EC) No 765/2008 and is an EA MLA and ILAC MRA signatory.

EGAC — Egypt

The Egyptian Accreditation Council (EGAC) is Egypt's national accreditation body, established under the Egyptian Organisation for Standards and Quality (EOS). EGAC accredits testing and calibration laboratories, inspection bodies, and certification bodies. It is an ILAC MRA signatory.

Sector strengths: Food and agricultural testing, construction materials testing (reflecting Egypt's large infrastructure investment programme), environmental testing, and pharmaceutical testing. Egypt's role as a regional hub and its large population make EGAC accreditation increasingly significant for laboratories supplying the Egyptian market and exporting food products.

The South African National Accreditation System (SANAS) is South Africa's national accreditation body, established under the Accreditation for Conformity Assessment, Calibration and Good Laboratory Practice Act (No. 19 of 2006). Gulf Region — UAE, Saudi Arabia

The Gulf Cooperation Council (GCC) region has seen substantial growth in laboratory and inspection accreditation infrastructure over the past two decades, driven by expanding manufacturing, food imports, and infrastructure investment.

ESMA — The Emirates Authority for Standardization and Metrology operates accreditation activities in the UAE alongside the Dubai Accreditation Department (formerly DQAA — Dubai Quality and Conformity Authority), which accredits testing and calibration laboratories and inspection bodies in Dubai. Both bodies are working toward ILAC MRA signatory status, and several UAE-based laboratories hold accreditation from ILAC MRA-signatory bodies such as UKAS to ensure international recognition in the meantime.

SASO — The Saudi Standards, Metrology and Quality Organization in Saudi Arabia oversees standardisation and has been developing laboratory accreditation infrastructure. The Saudi Accreditation Center (SAC, distinct from Singapore's SAC) operates under SASO to accredit conformity assessment bodies in the Kingdom. The enormous scale of Saudi Arabia's oil and gas, construction, and food import sectors makes laboratory and inspection accreditation a growing priority.

Sector strengths across the Gulf: Oil and gas testing and inspection, food testing (the GCC region imports the vast majority of its food and has strict import controls), construction and infrastructure testing, and environmental testing associated with major development projects.

Americas

A2LA — United States

The American Association for Laboratory Accreditation (A2LA) is one of the largest and most prominent laboratory accreditation bodies in the United States. Unlike most national accreditation bodies in other countries, A2LA is a private, non-profit organisation rather than a government body. It is an ILAC MRA signatory.

Scope: A2LA accredits testing laboratories, calibration laboratories, inspection bodies, reference material producers, and proficiency testing providers. It covers all major testing disciplines including mechanical, chemical, biological, electrical, and radiological testing.

Programme breadth: A2LA operates sector-specific accreditation programmes for areas including ISO/IEC 17025 testing and calibration, ISO/IEC 17020 inspection, ISO 15189 medical testing, and field-specific programmes for agriculture (USDA recognition), food testing (FDA recognition), and drinking water testing (EPA recognition). This regulatory recognition across multiple US government agencies makes A2LA particularly valuable for US-market access.

The ANSI National Accreditation Board (ANAB) is the other major US accreditation body, formed through the merger of the former ANSI-ASQ National Accreditation Board and A2LA's certification body accreditation activities. PJLA is often chosen by smaller laboratories due to its responsive service and competitive cost structure, particularly in the food and dietary supplement sectors.

INMETRO — Brazil

The Instituto Nacional de Metrologia, Qualidade e Tecnologia (INMETRO) is Brazil's national metrology and conformity assessment body. INMETRO both accredits laboratories and inspection bodies (through its CGCRE — General Coordination for Accreditation) and operates Brazil's national metrology infrastructure. It is an ILAC MRA signatory.

Scope: INMETRO accredits testing and calibration laboratories, inspection bodies, certification bodies, and proficiency testing providers across all major sectors of the Brazilian economy.

Sector strengths: Automotive testing (Brazil has a large domestic automotive industry), food and agriculture (Brazil is one of the world's largest food exporters), environmental testing, and petroleum and natural gas testing. INMETRO accreditation is required for laboratories supplying data for Brazilian regulatory compliance across consumer products, food safety, and environmental monitoring.

The Pakistan National Accreditation Council (PNAC) is Pakistan's national accreditation body, operating under the Ministry of Science and Technology. How to Choose the Right Accreditation Body for Your Laboratory

The most common question laboratories ask when expanding into new markets is: which accreditation body do I need? The answer depends on several factors that interact in ways that are not always obvious.

Where Are Your Clients?

The primary driver for accreditation body selection should be the location of your clients and the regulatory requirements they face. If your clients are in Australia, NATA accreditation is almost certainly necessary — not because ILAC MRA recognition is insufficient, but because many Australian government bodies and large private clients specifically name NATA in their testing requirements. An Indian laboratory accredited by NABL may have technically equivalent standing under ILAC MRA, but a client's procurement policy may specify NATA by name.

Similarly, UK government contracts overwhelmingly specify UKAS, German automotive supply chains often specify DAkkS or equivalent, and US EPA-regulated testing requires accreditation bodies with specific EPA recognition (A2LA, ANAB, and a small number of others).

Multi-Country Recognition Under ILAC MRA

For laboratories that serve clients in many countries without a specific regulatory requirement for a named body, holding accreditation from any ILAC MRA signatory body is sufficient for international recognition. A NABL-accredited laboratory in India can legitimately issue test reports that are accepted in Australia, the UK, Germany, Singapore, and all other ILAC MRA signatory countries — because NABL's accreditation processes have been assessed as technically equivalent by ILAC peer evaluation.

This is the great practical advantage of the ILAC framework: it means that a laboratory does not need to hold accreditation from ten different bodies to serve ten different markets. One accreditation from any MRA-signatory body is sufficient for the vast majority of international recognition purposes.

Regulatory Requirements May Specify a Particular Body

Some regulatory schemes are tied to specific national bodies. The US EPA's National Environmental Laboratory Accreditation Program (NELAP) works through a network of state-level bodies. The US FDA's food testing programmes work with A2LA and ANAB. Australian legal measurement requires NATA. India's FSSAI requires NABL for food testing laboratories. These requirements override the general ILAC MRA equivalence — if a specific body is named in a regulation, that is the body you need.

Cost and Assessment Frequency

Assessment costs and cycle lengths differ between bodies. A small laboratory operating in a single country will find that its national body offers the most straightforward and cost-effective path. Multi-body accreditation — holding accreditation from, say, both NABL and UKAS — significantly increases cost: two application fees, two sets of assessor fees, two assessment cycles to maintain, and two sets of administrative requirements to comply with. The decision to pursue multi-body accreditation should be driven by concrete commercial or regulatory necessity, not aspiration.

Sector-Specific Considerations

Some sectors have bodies with particularly deep expertise and well-developed assessment programmes. NATA's construction materials and geotechnical testing programme is among the most technically developed in the world. UKAS has an exceptionally strong pharmaceutical testing accreditation programme. A2LA's calibration accreditation programme, operating alongside NIST, is the benchmark for US metrology. Choosing a body with deep expertise in your sector means more technically rigorous assessments — which, while more demanding, also produce accredited reports that carry more weight with sophisticated clients.

How Software Supports Accreditation Readiness

One observation holds true across every accreditation body covered in this guide: the laboratories that perform best at assessments are not necessarily those with the most sophisticated technical operations. They are the ones whose records are always in order.

ISO/IEC 17025 requires laboratories to maintain records of calibration, document control, personnel competency, non-conformances, corrective actions, internal audits, proficiency testing, and management review. Every accreditation body — whether NABL, NATA, UKAS, A2LA, or DAkkS — assesses compliance with these same core requirements. The standard is the same. What differs between a laboratory that passes comfortably and one that accumulates findings is the state of the underlying records on any given day.

The Assessment-Ready Laboratory

An assessment-ready laboratory is not one that scrambles to assemble records in the week before the assessor arrives. It is one where:
